Some drivers got out of their cars and started shouting at the protesters, frustrated that they could not go to their jobs.

Another woman was upset as she could not bring her daughter to school.

The NYPD eventually showed up but they did not immediately remove the protesters.

At one point a man on a motorbike decided to try to get around the protest on the shoulder, but was threatened with arrest by an NYPD officer.

In the end, officers and 13 protesters were handcuffed, but the damage was done by the time traffic moved.

Some people said that it took them 4 hours to come to work.

Another protest took place at the same time on the West Side Highway on the other side of Manhattan. In that protest, the police made 32 arrests.

The protesters are demanding at least $150B to be spent on environmental projects.
